Mr. Dinh La Thang has approved PetroVietnam Construction Corporation (PVC) belonging to PVN to be exempted from performing the contract with the works and projects approved and approved by the Group. Petroleum Technical Services Joint Stock Corporation (PTSC) is exempted from performance of contract for design, procurement and construction (EPC) of Dung Quat Biofuel Plant in violation of the 2005 Bidding Law. .
Mr. Dinh La Thang is responsible for promulgating guidelines and deciding on scattered investment; Lack of monitoring and supervision of the implementation of projects during his time as leader of the Group, resulting in low investment efficiency; Some projects have to stop, stretch, delay, prolong losses, cause loss, waste, loss of investment capital, causing very serious consequences (including the Polyester Fiber Factory Vu and biofuel projects).

Dinh La Thang, 57 years old, has a doctorate in Nam Dinh. He is a member of the Xth Party Central Committee, XI, XII; Member of the 11th National Assembly, XIII.
